NPC for Stronghold Upgrade and Preview Items on Wondrous Bazaar are gone?

I started of to make a guild on preview, which finally is working, however I could no longer find the NPC that provides stacks of materials necessary for the upgrade of the Stronghold, and even the temporary items available for preview at the Wondrous Bazaar has gone as well. Are these really intended to be removed or what?
