Bards cannot talk to Guild Outfitter

I take my bard to the stronghold. Walk up to the outfitter. No coins over his head. No way to talk to him.
This has been an issue since the Bard began. I have contributed to the guild coffers. I can talk to other people in the guild and buy explorer maps. But I cannot interact with the Outfitter. As it will be Stronghold week soon, this really needs to be fixed. It was reported on the forums several times since the Mod went live. Help!!
