Question on Echoes of Prophecy Event

So, I'm just trying to understand how the event works. Do you do the event on one character and it unlocks the rewards on all of the characters, across your account, to claim them on all your characters? Do you do the event on each character, across your account, individually across your account to unlock the rewards on each of them? Or can you only do the event on one character and get the rewards on one of your characters on your entire account?
