A glitch with "A subtle curiosity" quest?

I’m having problems continuing with the quest "A subtle curiosity" in PE on my PS4.

I have completed all except "Share your findings with Kavatos", as when I find him standing beside Lord Neverember, I cannot select him and there is no quest path icon above him.

How do I complete this, is she located somewhere else for this quest?

I ran it today on XBox and completed it.

Just to check you covered all of the elements of the quest:

You spoke to the barmaid (Moonstone Mask), the wizard in the Sage shop and all 3 of the NPC's on the upper tier of PE before going to Kavatos?

The three in upper PE are
* the vendor next to the old Tyranny quest area
* the Dragonborn at the invocation shrine
* a Dragonborn NPC in the Dragonborn area to the left of Lord Neverember

I can confirm according to my quest log (pictures below) I have spoken to all the relevant NPC's and just need to speak to Kavatos. You will see from the 2nd picture, Kavatos is there with no quest marker. Is this the right location or has he moved like Sergeant Knox?

No you're at the right place - you definitely have a bug. Did you try logging out and back in (on the rare off chance that might help)?

Have just found out that it works on my level 20, so I assume it's not a bug, but it doesn't complete on my level 8 toon

Yep I just spotted that on the PC bug thread - L20 needed. I love it when Cryptic put in thoughtless stuff like this

It weird that it's available to lower levels, I picked it up at level 7

Yep, they needed to either make the whole thing available to under L20 toons or not at all!
