How Enchanting Polished Quartz

Polished Quartz given in the How Enchanting quest cannot be converted to RP, cannot be sold, and cannot be discarded. Is it supposed to just sit in inventory until the end of time?

It is a bug. You cannot return that. The polished quartz was given by the NPC.
