No captives in Well of Dragons?

I've been running around prison camp in WoD for almost an hour. Trying to do the Captive Rescue quest. Switched instances a couple of times, left the zone and came back... There's almost no other players in the zone. Haven't seen a single captive to complete my quest.

What's going on today, guys?

    Supposed to be fixed in patch , that supposedly only PC got . We console players just need to do other things while we wait …..

    PC has the captive after the patch.
