TOOLTIPS on old artifacts

Was in a party chat recently and they were organizing defuff artifacts. They wanted to make sure Charm of the Serpent was used and no one was using Heart of the Black Dragon. They were basing these decisions because of bad TOOLTIPS.
The tooltip for Charm has been wrong since January 9th, 2018. Three and a half years!!!
Why hasn't this been fixed yet? 🤨 Change a 6 to a 0, in a tooltip.....done!
