Drow Race and Racial Bonus stacking

Recently especially on ps4 the drow race has become increasingly popular, i.e the 5m 50s master zariel trial all players where drow. Is the racial bonus ment to stack 10x and have 100% uptime or is this an error. If this is the case then this will make drow the most superior race in the game right now over any other race regardless of racial bonus and stats. Please look into this to see if its an error or is working as intended.
If its working as intended that great will benefit alot of people and hopefully get people to start looking more at debuffing than buffing.
