Constant Crashes!

WHAT is wrong with this game?!? I get constant lag, then the lag clears up, until I get near a fight. Then it freezes while I take damage but can't control anything. Then it blinks to desk top, back to the game. Sometimes it clears up and acts normal, sometimes it crashes all together. I get crashes going from one map to another, I get lots of lags and crashes in social areas. Sometimes it takes 10 or 15 minutes just to go from place to place in Protectors Enclave. Sometimes I get message saying Gameclient is not responding. I have uninstalled and reinstalled several times, repaired ARC, tried everything I can find to fix the issue, nothing works. I had this problem 2 years ago, Support told me my machine was outdated and couldn't keep up with the progress. I bought a new machine, latest everything, and STILL have the problems. I am my wits end and almost ready to ditch Neverwinter for good. Anyone know how to fix this prob?
