Queue Matchmaking

I know loadouts are important to the game, however, at least once a day since Jewel of the North has dropped, I have been in a queue group where every single person is a dps, regardless of class. Is this a fault of the matchmaking system, or the ability to change loadouts once the queue has been formed? I'm all for people playing the class/loadout they want, but if they're making themselves a healer/tank to get around the queue wait times and then switching once inside the group, that creates unnecessary headaches and frustration when trying to complete queues for certain loot.
