Seals of the Adventurer-- Equipment for other Classes

I can go to the Seal trader in PE and ask to see equipment for other classes. I can buy equipment for other classes.
But-- WHAT!!??!! The equipment is bound to the character who bought it? Why would I want equipment for other classes if I cannot use it???
I would hope this is a bug, I know it used to work-- said purchases were not bound to the character purchasing it. I can understand account bound, but why character bound when I clearly viewed equipment for other classes?
