Major Power Armor Kits

It seems that the Major Power Armor Kit is still looking for a minimum level of 35. I made four and gave them to my 20th-level Rogue, and couldn't apply any of them to the usual places (Head, Armor, Arms, Feet).

The level incongruity is the only thing I can see that looks out of place.

    Yeah they need to give us an exchange of some short I have 8 kits on my rogue I can't place too. Or fix it here soon.

    So they release a new class and we can't even use one of the best items for increasing our stats, nice. I wonder how this slipped through the cracks.
