Flowers for Everyone item not doubled by Heights week

I thought all sourced of petals are doubled this week, but there is no increase in the number of petals gained be selling Favor of Sune to buy the 'Flowers for Everyone' bag. The bag still gives 220 instead of 440 - bug or working as intended?
