Fix the Vallenhas Instance cap

When mod 21 launched, the instance cap for Vallenhas got changed to 50. This makes the zone so laggy as to be nearly unplayable. We are limited to 10 people per zone in Sharandar but get stuck with this in Vallenhas. It needs to be corrected ASAP.
