Summer Artesian at Level 1

Thank you for finally bringing the Summer Artesian back. It would be muchly appreciated by the gaming community if you would put this as a permanent fix for next year.
Now onto the issue. She is at LEVEL 1 yet again. Why do we need to level her up again this year? She should remain at the highest level we can get once we have leveled her up once. It is also going to take a lot of time to level her given the "experience" we are getting for making things without failure popping up.
Please put the artesian back at the level she should be from the end of last year.
