Bind On Pickup issues with Leveling Gear in Seals Trader?

So the Weapons, Shirts and Pants are all set to be "Bind on Pickup (Account)" for all classes, except for the Bard's main hand rapier which is set to "Bind on Pickup (Character)".
All of the armor pieces on all classes are set to "Bind on Pickup (Character)".
Usually, all seal gear has been "Bind on Pickup (Account)" for the ability to give armor upgrades to your other characters.
