How does the Glory of Neverwinter Pack actually work?

I had a Knox's Recruitment Token that I hadn't used, and thankfully I found this pack in the reclaim agent.
However, I took it on the new toon, and it doesn't open. I've tried right clicking, double clicking, finishing the dragon bridge quest, leveling to 2, nothing.
Is there a minimum level to open it? Or should I open it from an existing character and THEN create the new one? I don't want to burn it if I guess wrong.
