Mod 21 level change question

Hi everyone a few guild members have a question when they change everyone's level to 20 is that for new players to I have a few players that started in last few days so a couple level 5s and 10s I have heard that everyone who has finished the tutorial before it's live will get changed so that would be level 5-80 is this correct?

    Pretty sure any character that's been created. However you'll be able to complete the adventures as a level 20 so you won't miss any of the story that is remaining.

    If your character existes before the server went down, you will be level 20. Someone who didn't finish the tutorial will be level 20 and booted to PE.
