Encounter powers with charges on Hunter not coming off cooldown/not building charges.

Hello,
While completing a VoS and trying out new moves/changes for different builds I happen to stumble upon an issue! I have two different loadouts on my Hunter that each have one move that is bugged. These two loadouts each have an encounter power that has a cooldown, and it will not restore any charges. The one loadout will not restore charges for Hindering Shot and the other loadout fails to recharge the charges for Cordon of Arrows. I have tried overwriting the class loadout, switching specs, force killing my character, I’ve used AD to respec, a zen market respec, logging out of the game, closing the xbox “app” for the game and restarting the Xbox. I also tried a hard reset on the Xbox with holding the power button for 5 seconds. I can't use these builds to their fullest or change those moves because of they are stuck on cooldown.
This happened when I went to switch between builds at the shrine in VoS, after traveling with Lumi through the darkness, where you fight trash mobs between the 1st and 2nd boss. (Unknown correlation, this is when I noticed the issue.) Thanks for your time and I look forward to getting these two moves and two loadouts fixed.
Note: Those moves have no issue on the other 2 loadouts... so far. *Knocks on wood*
