Butterfly Companion Equip Bonus not working as intended.

According to the tooltip, Butterfly's Grace should grant 10% deflect severity. It does not.
This is my deflect severity without the companion bonus active :
This is my deflect severity with the companion bonus active :
The difference is 3.7(5)%, not 10%.
In addition to this, the companion bonus does not show up in universal slots :
