tl;dr Why are Ring of Darkness / Band of Air bound to character and not bound to account? There is no motivation for tanks to run VoS HC.
The Ring of Darkness and Band of Air are bound to character. As a paladin this kills my motivation to farm the new rings. Why? - Because they have no use in endgame for me. These rings are not designed for healers or tanks, they are for dps classes, which excludes all Paladin paragons.
This really has become an issue for me that bothers me. First it was Zariel's Challenge. The Celestial weapons didn't have any useful bonus for tanks. Now there is new VoS content and it provides no improvement for tanks too. Bound to Account equipment would allow me to use it on another toon at least.
