Elemental Evil - reclamation rock Can’t advance

I took a three year hiatus from the game, returned last month. Several quests automatically reset when I logged in. Was in the middle of Reclamation Rock in elementa evil campaign. Have now run through the campaign, completing all quests except the 100 more of earth one. I can’t unlock the last boon. I have 4 promises of power but need 5. I have abandoned all of my quests and checked, can’t figure out which one I’m missing.

I’ve seen reports of this as old as 2017. No solutions have been posted.

Was willing to pay for the campaign completion token but it disappeared from the Zen Market.

Check that you have completed every quest. I found in some of these that you could get to the end in terms of defeating the big boss, but miss fighting one of the other quests...This happens in the fire part of elemental evil.

But do check with each of the quest givers that you have done all their tasks (excepting the optional ones for killing enemies and heroics.

I've completed all of the possible quests and have talked with every quest giver in the zone (including the cathedral) at least twice. I even looked through my completed quest log. I can't figure it out, unfortunately. Customer support has been profoundly lacking on this.
