I don't know why Vault of Stars

I feel like I must've missed something in the Sharandar campaign because I don't know why Vault of Stars is a thing. After confronting Granny and completing Episode 1, VoS unlock, but there is no quest for VoS.

Also, why is it not account-wide unlock like previous queued content?
