Jubilee Voucher Bug

During last year's Jubilee, there was a bug where the protector's event didn't drop the 10, 15, and 25% vouchers for Guild Marks, the Bazaar, and Seals. We can only assume it was a bug because they have been available every year but not last year and it was never addressed. Can we make sure this bug is fixed this year so the Jubilee is enjoyable again?

    that was not a bug it was a feature / deliberate.. next to go are the 50% off anything in the zen market ones ..that "solution" should fix the zen backlog somewhat ..LOL
