Frozen Journal - No Defense Buff

When using the Frozen Storyteller's Journal as an active artifact, the buff from "A Tale of Resilience" that should increase your defense stat by 10% isn't working properly.
As far as I can tell, the other pages for this Journal appear to be working.
Steps:
1) log into a character with all pages of the Frozen Storyteller's Journal
2) Note your defense stats before anything
3) Activate the artifact as your main Artifact
4) Note your stats, and no change to your defense.
Intended outcome: 10% Defense increase
Actual Outcome: No Defense Increase
