Appearance cost is always 1000AD PLUS anything you add

The appearance is always 1000ad, even if all you do is remove appearance items. This bug came and went, and now it it back again.
If I change the primary color of an item, that is a few SP or free if it is a standard color. The bug adds 1000AD to the cost.

    You can fix it by switching loadouts to one which isn't bugged and using the Apply to All button.
