Can’t access river district

I had just bought the cloaked ascendancy campaign buyout for my rouge. The campaign is completed but I cannot access river district. It’s telling me to complete the quest given from neverember, but when I go to him there is no quest to obtain. Does this mean I can never enter river district or am I missing something?

Try using "start campaign" option from the campaign's section. Failing that, go see sergeant knox to see if he can help. Once you get started you'll have to do all the quests from Neverember to fully unlock
