Cant get Seals of the wind

Ran req rtq last week and found that I could only recieved 360 seals on one alt, 40 on another and could not aquire any more for any other characters from random queues last week. This week I can't recieve any seals on any of my characters, tested on 4 so far mutiple time running delvers. So, now seals are completely broken at this point for all my characters. Just wanted some shirts and pants for my alts, but guess not.
