Like others I was suddenly unable to create keys on my paly, one of my older characters with 100% completion in underdark, who had over 10 greater demonic keys in her inventory..... I compared my quest journal to my ranger who could make keys, and confirmed that I hadn't done the Chapter 9: The Dwarven King quest - Given by: Captain Belgold, Starts in: Protector's Enclave. I finished up my uncompleted Dwarven King Quest Arc quests - Chapter 6: Tattered Maps, Chapter 7: Shallow Waters, Chapter 8: Reclaimed Identity and Chapter 9: The Dwarven King --- but still couldn't make keys!
Then I noticed that I did have a new quest in my journal - Into Mantol-Derith
Once I completed Into Mantol-Derith ... I could finally make keys again.
