Ox Stout's Instincts cannot load into Universal slot

I am using my Ranger Warden. I decided to try the Ox Stout's Instinct so tried to load it into a Universal slot. It does not appear in the list. However, I am able to load it into the Offense slot (and take the power from my offense slot and slot it into the Universal slot). I have not tried this on other characters yet but will try to remember to do so later and report.
