Unable to finish under mountain

I have a baby toon in which I am trying to finish under mountain with. I need the quest "purging despair" I understand I need to go up the stairs and speak to celest by the campfire...but unfortunately no one is there. I have completed the campaign thus far and have no sparky line, quest or journal notification. I've asked others for help and we are all stumped. Can u please help? Thanks 😊
