Total Item Level difference between Live and Preview

I know that Live and Preview are running different versions, but I was surprised that when I copied my toon over the Total Item Level was 3k less (44644 on Live vs. 41644). Is this to be expected? It makes it kind of hard to plan changes with such a huge difference.

Also, if it is expected then which is correct? i.e. am I going drop 3k IL at some later patch?

    Guild boon difference? A guild 20 with all 3 boon max gives you 3000 IL. You probably don't have guild boon in preview.

    Ahhh, of course I keep forgetting I don't have a guild on preview.
