Platinum Ring of the Herald doesn't increase defense by 10%

Steps to reproduce:
Use a "Platinum Ring of the Herald".
Stand still to proc the effect.
Observed behavior:
Defense is increased by less then the value stated in the tooltip (on my character it was only 5.4% defense).
Movement speed is increased by 10% as stated in the tooltip.
Expected behavior:
Defense is increased by 10%.
