Add back an additive "damage" stat to all weapons that is 1-2x their item level.
Example:
Lionhearts are the same as right now, but they also provide +1800 damage
Celestials are the same as right now, but they also provide +1950 damage
Etc.
This will make it so that weapons *actually* get stronger as their item level goes up instead of being almost entirely a function of their equip power, and also buff everyone's dps a little bit (since overall damage has come down much further than was likely intended).
2 birds, one stone.

Celestial........... 12 -15%
Because Celestial need to build up stacks for damage.. Lions only need full stamina for damage.
Right now.. Lionheart is BiS for that reason.
and... actually MasterCrafted weapons WOULD be BiS "IF" everyone had them. ToMM and Zariel would be as useless as running Cloak Tower for the Chest rewards.
