Buying Gear for Other Classes in the Bleeding Citadel - Binds to CHARACTER on Pickup

What is the point of being able to use Zariel’s Favors to buy gear for other characters in the Bleeding Citadel Forge if they bind to CHARACTER on pickup? Shouldn’t it be bind to account like all other stores so that you can transfer this gear to other toons or use them for transmutes? Buying gear for 10K Zariel’s Favors to only get 300 RP is just silly. If this gear only binds to character, why even have the ability to purchase for other classes?
