Vampiric Embrace + some bugs

Is there a reason why Vampiric Embrace was the only Warlock Encounter that didnt have its magnitude increased on the preview server?
Single target abilities are under performing quite significantly compared to AoE abilities for the warlock with killing flames being the exception and this just widens the gap even further.
In addition, Bilethorn and Deadly curse are still triggering twice when used specifically with hellish rebuke, and the All Consuming curse class feature.
Not only does this give a false impression as to how good warlocks are really performing in your metrics, but it also pigeon holes players into using a very specific set up to stay competitive as these 2 "bugs" ( I assume they are bugs) add as significant amount of extra damage, as well as further solidifying bilethorn as the only valid option as a weapon enchantment.
This has been happening as far as I know since mod 16 and has yet to either be confirmed as either a bug, or working as intended.
