River district

Help please, river district is locked and i haven't been given the invite from lord neverwinter, I'm now lvl 80 got no quest in my journal and wandering what I'm missing. What do you need to do to get the initial invite from lord neverwinter other than reach lvl 70

You started The Cloaked Ascendancy campaign? I unlocked river district after doing 3 or 4 quests in campaign
