Hellfire engine remains set bonus bug

The tooltip for the hellfire engine remains set bonus states stamina regeneration and movement speed will be increased by 15% at start of combat

I have done testing with the set and it only grants 5% movement speed but does grant the full 15% stamina regeneration

Can we get the bonus to grant the additional 10% movement speed as the tooltip says it grants

I tested this via a Justicar Paladin and noticed in any zone the error occurs.

Did not test at all levels but at legendary it doesn’t fully proc the movement bonus
