Question on new scaling

So a friend and I were testing on preview, and in some instances it seems the scaling is off base. Let's say:
Player A - ilvl 20,000 all stats at 20k so straight 50% stats.
Player B - ilvl 30,000 all stats at 25k so straight 45% stats.

For non-scaled area, player B will likely out perform A given the extra damage...

Q1. But will player B suffer from having only 45% of stats? Or will combat calculation be based on the raw stats number (25k) and not the 45%?

For scaled area, at 20,000 ilvl, player B will now be at same ilvl as player A: 20,000.
Q2. But will player B retain all 45% stats? Or will he have 50% stats (since his original stats were at 25,000).
