Ebonized Assault Ring Perk not stacking

My Ebonized Assault ring does not stack with my striking ring of the master when I have them both equipped on my character. Was told to post here by the support team. Anyone else have this issue?

I use to have this issue on PC a while back, first noticed it when running Phantasmal fortress when it was scaled.

Outside of scaled content, you sometimes have to remove and re-equip both rings to get the perks back.

I have tried numerous times and in different ways to get them to stack but they do not with any content, scaled or not. It seems like the ring is just bugged somehow
