I don't know even where to start. You guys know from tiamat that your servers cant stand a bunch of people, yet you do a mob that needs 20 peeps to kill it, resulting in a horrible lag on the boss instances. You make a mob that requires 20 people and gives loot to 5 only. You make a loot table so bad that it drops green and blue gear for a lure that requires many days to craft. You never clarified the gear dropped from the hunts on collections page, you relied on the community to farm their eyes off and find out all the loots.

I have never run any rng on rng on rng type stuff, its just never worth the effort.
1. For favours, by far the quickest way to complete a module is to join hunt groups, but once you have your 28k favours in a module this reason becomes obsolete.
2. To get the remains to upgrade the blessed weapons. 12 fiend, 6 demon and 2 devil to fully upgrade the weapons. The 1st two are so easy to get most people now have a surplus, the latter is very hard. But it doesnt matter because you either have the TOMM or Zariel weapons that are better anyway, or if not, epic blessed weapons are better than what you have so the last upgrade isnt essential.
3. To get the chest and probably head gear that drops from the final boss.
In short for most people now the only point of hunting is to get those two items of gear or the devil remains. All other hunting offers no reward of its own and is simply a means to try and get a t3 lure, the lack of decent gear in t1 and t2 hunts is a design flaw.
This leads us to doing the t3, which as the op states is a bit of a joke. I need 15+ people to succed but only 5 get a drop, so you need 10 people there purely on goodwill.
If those 10 never get anything, how long before goodwill runs out, once a group of friends has everything they need, will they continue to aid others for no reward. Some will but others wont, and given you need most of an instance to help out, it will only take a handful not to come help and youre in trouble.
On the flipside The trouble with giving everyone who turns up a drop though is twofold. 1 considering the effort the lure maker went to to get the hunt to happen, it would be really annoying if people who go to no effort other than to turn up get the same rewards. And 2. Once people have the devil remains (only 2 hunts) or the equipment, again their motivation to help out falls away.
Ultimately whilst i like the idea of a boss this hard, once a new mod comes along and players move away from this one, anyone lagging behind will have no chance. This game isnt equipped to deal with an open world boss that needs more than 5 people to take it out.
My initial thought was that everyone who turns up should get remains and favours, with only the party of 5 having a shot at the gear drops. However as stated above, once a player has their 2 devil remains with no chance of a gear drop their incentive to help dissapears. So id suggest a system where everyone who shows does get remains and favours, but the party of 5 are guarenteed one gear drop to allocate as they will, then everyone else (including the party of 5 again) get a small chance of a gear drop, just to keep people turning out to help.
Either that or just make the boss beatable with a party of 5 and save all this hassle.
Keep preserving a rotting body, devs. You don't deserve the awesome community this game has. They have offered you, god knows how much feedback to improve the game, but you are proven unworthy of it. Shame!, Shame!, Shame!,.....
