Insurgencies please fix.

Are insurgencies ever gonna be fixed. I will check the Bel bar on the map and it will say 17% I will be on there for less then a minute and Bel will be up before I get a chance to even finish one heroic let alone progress towards my amulet. This has been an issue for three weeks now.
