cooldown when switch up a encounter power

..... really??? do I need to wait 10 sec to use a encounter after switch it?? I need to switch encounter during dungeon all the time to keep someone alive and now I can't even do it anymore coz someone think that I need to wait 10 HAMSTER seconds to use it again.

    This was always the case if you didn't have VIP. It's likely just another bug with VIP like the posting fees were, either that or not having the cooldown was the bug and they finally fixed it. Would be nice to know which it is.

    I thought this was suppose to be fixed in todays patch?

    It wasn't fixed and really sucks, as a tank that uses 4 encounters in tomm this is a huge hinderance and can lead to death (and forces me to always slot hard taunt for eventual deaths).This not only should be fixed immediately, but having no cooldown on swapped powers should've just been a standard.
