Why can’t I buy reforger's blessing pack in Zen store?

I am guessing it’s because I don’t have the requirements to do the campaign yet and it’s like the campaign completion tokens that you have to have access to campaign to buy.
But this is not a completion token. It’s required to get all the rewards and it’s only available during milestone 1. And it’s the only way to unlock the Aasimar race. You actually limit who can purchase it? please tell me it will be released as an Aasimar race pack in the future?

    It is in the Zen store until milestone 1 ends. Xbox milestone 1 is not yet ended. Hence, OP probably somehow does not qualify to buy it. Hence, he posted the questions.
