Weekly Zariel challenge marked completed when I finish Mote of Virtue for first time

I just completed the Mote of Virtue quest on my rogue and the weekly challenge for doing 20 repeatable quests is marked as completed. I do not have any favors since I just completed the quest to start earning them.
