Zariel's Favor capped?

I've been working toward the personal bonuses while waiting for milestone 2 to open. I reached 20,000, and am now seeing no further progress, despite repeated completions of quests at the quest board in the Redeemed Citadel.

Is this intentional, or did something break? If it's intentional - will this cap be removed when Milestone 2 opens on 9/15?

    Spend them! Spending doesn't take away from your personal progress.

    1. You should buy the 10K AD for 500 favors everyday. The AD is refined (not rough as it is in its description) and does not add to the daily AD refinement cap.
    2. You should buy 5 P-ward for 2000 favors every week.
    3. If you want to reach 28K, you will have to spend 8K favors. So, buy stuff.
    4. If you want to do milestone 2, you will need to spend every favors you are having now.
