Sgt Knox does not have this quest on my friends account, is this a known bug?

    Most likely, your Friend is under leveled for the quest.

    Nope level 10 same as the rest of us

    See if you can share the quest, though if I remember, you can just travel there and it auto starts.

    It won't let me share it and the guy in Tower district has no quests
