Remove the 1 hour wait time between insurgency event / Bel event

Not sure why there is even a 1hour waiting period between insurgency and Bel server events. That means 1/3 of your gaming time per day is wasted in this downtime period. Why not have the events switch insurgency/ Bel so 50 % of one of these events are active all the time? This would make better use of our time farming.
