If I go to options/graphics and change anything at all (say, the switch that improves underwater appearance) every single one of the graphic settings drops to the lowest notch.
Been playing this since launch... it this a bug or am I missing a setting that says “don’t HAMSTER with my other settings”? A Save Current Settings feature would be helpful.

I know where the settings file is located. I assume, if you were to mark it as "read only" the system would not be able to reset it? This is untested and setting it to read only could cause the client to crash, in that event, you would only need to set it back. The files for Neverwinter might be located under Arc or Steam, just run a search for a file named: Gameprefs.Pref
It should be in a folder "Cryptic Studios/Neverwinter/Live/localdata"
If the file it deleted, the game will prompt you to set the graphics up from the very beginning. The file is text only and can be read with any editor. You should have no issue right clicking the file and setting the properties to read only. If you desire to make changes you will need to change the properties before making those changes.
The client might be setting your graphics to their lowest settings, if it cannot determine the system GPU. You might be able to find that by searching the Gameprefs file for this line;
PrefEntry SystemSpecs.videoCardName "Intel Graphics Driver"
This would suggest you are using built in motherboard graphics.
or
PrefEntry SystemSpecs.videoDriverVersion UnknownVendor
This would indicate the DirectX is not sending your card information to the client.
In this case, the client is just being cautious and decided you don't know any better. Personally, I don't care to have a program call me an ignorant caveman. If I want to ramp up the graphics to the moon and play the game at 10 frames per second, that is my choice.
