No Credit for Insurrection HEs

Last two rounds I played (and many several randomly mixed in over time) I got no completion notice when an insurrection HE gate is closed.

I’m constantly active and killing, so if you made something to dis-credit slackers, it needs to be adjusted. It even happens when I help kill a boss.
